Coup-wracked Mali gets more time to form unity government

West African leaders Tuesday extended a deadline for Mali to form a unity government and wrest back its north from rebel hands as Amnesty warned it could slide into human rights chaos.

Mediators from the regional Economic Community of West African States (ECOWAS) bloc granted Mali's interim rulers at least 10 more days to form a unity government. The original deadline expired on Tuesday.

The extension came as condemnation poured in over the execution by stoning of an unmarried couple by hardline Islamists whose four-month occupation of the vast desert north has split the impoverished west African nation in two.

Amid the worsening atrocities in the north, Amnesty also warned of troubling rights violations in the capital Bamako, by soldiers loyal to the ex-junta.

"Mali must halt its slide into human rights chaos and open investigations into dozens of cases of enforced disappearances, extra-judicial killings and torture documented by Amnesty International," the London-based group said in a statement.

West African mediators had given Mali until Tuesday to form a unity government or face sanctions, as they ran out of patience with Prime Minister Cheick Modibo Diarra's government's inability to deal with the crises.

Diarra's interim government was set up in April to take over from the junta which seized power on March 22.

The astrophysicist was in charge for two months as interim President Dioncounda Traore recovered in Paris from a savage attack by opponents to his appointment.

Traore's absence was marked by a deepening of the crisis in the north, and loss of faith in Diarra, with key political parties accusing him of "amateurishness and incompetence" and calling for his resignation.

"With the new situation marked by the return of Traore who has taken things in hand again, there will be no sanctions against Mali after the date of July 31," an African diplomat based in Bamako told AFP.

He said Traore would be granted "at least 10 days" more to form the unity government. The extension was confirmed by a source at the presidency.

Traore returned to Bamako on Friday and on Sunday announced a raft of measures, including new transition bodies, to attempt to tackle the crisis, putting himself in charge of negotiations to form a unity government.

He also created a High Council of State of which he would be in charge and a committee to negotiate with the Islamists.

ECOWAS wants to send a 3,000-strong military force to Mali but is waiting for United Nations approval and a formal request from a more inclusive government in Bamako.

Once one of the region's stable democracies, Mali has crumbled into despair in half a year.

The hardline Islamists who occupied the vast north in the chaos following the coup have tightened control over the area, on Sunday dragging an umarried couple to the centre of the town of Aguelhok for a public stoning.

They were placed in holes and stoned to death in front of about 200 people.

It was the first reported execution according to strict sharia law since the occupation.

Mali's government on Tuesday expressed horror at the "dark-age practice", vowing it would not go unpunished.

The European Union demanded action to stop such acts with its top diplomat Catherine Ashton insisting "on the need to put an end to such barbarism and to respect fundamental, universally-recognised human rights."

The small town of Aguelhok is controlled by the Islamist group Ansar Dine (Defenders of Faith) allied with Al-Qaeda in the Islamic Maghreb (AQIM) which is also present in the Kidal region.

The extremists occupied the main cities of Timbuktu, Kidal and Gao in late March in the chaos following the coup in Bamako.

In Timbuktu Ansar Dine has imposed sharia, and destroyed ancient World Heritage sites seen as idolatrous.

Rights group Amnesty International condemned the "gruesome and horrific act of stoning."

In a separate report Amnesty, detailed brutal abuses committed by soldiers loyal to the ex-junta against loyalists who had attempted a counter-coup on April 30, saying they were subject to torture and sexual abuse.

Ugandans try to avoid touching amid ebola outbreak

Kampala residents have been urged to avoid contact after the deadly Ebola virus hit the city but security guard Joseph Karuba's job is to frisk people and he doesn't have gloves.

"The thing has come back -- it came first time and we beat it, then it came again and we beat it and now it is back," he said, waiting for shoppers outside one of the teeming capital's malls.

President Yoweri Museveni on Monday confirmed that Ebola, one of the world's most virulent diseases, had reached Kampala for the first time following an outbreak in the west of the country.

"We shall request gloves, but for now it is a very big problem because we are exposed," Karuba said.

Officials were searching for anyone who might have come into contact with the virus, amid public warnings for people to take precautions and avoid physical contact.

"Ebola outbreak! What you need to know," screamed a headline in the daily New Vision newspaper.

In Kampala -- a chaotic city of around 1.5 million people with densely populated slums and bustling markets -- the message of caution appears to be getting through to the public.

"They are telling us about it over the radio," says Boniface Ongwang, a motorcycle taxi driver.

"You are not supposed to touch others or drink local water. In public places don't hold someone's hand, just wave at them."

Ongwang, 28, says that for the moment he is confident that Kampala remains more or less safe, but he has told his wife to keep his baby daughter at home.

"If you do not have to, there is no need to move around in busy places," he said.

Residents said they would feel more secure if they were able to avoid taking the crowded and dilapidated minibuses that zoom around town but many do not have a choice.

"If I could I would avoid taking public transport," 35-year-old Wangalwa Ojambo told AFP while waiting at a bus stop on the outskirts of the city.

Some businesses have warned staff to take precautions.

"We have done a poster for staff warning them to be vigilant and to avoid contact with people, but we cannot tell them to stop taking money or doing business," said Vincent Kimbya, a supermarket manager in central Kampala, as shoppers queued up to buy goods.

The latest Ebola outbreak started in early July in Uganda's western Kibale district, some 200 kilometres (120 miles) from Kampala, and around 50 kilometres from the border with Democratic Republic of Congo.

A health worker from western Uganda fell sick and travelled to Kampala, later dying in hospital in the capital, prompting fears the virus could have spread.

Museveni on Monday warned people to avoid physical contact -- ranging from shaking hands and kissing to sex and funeral ceremonies.

Ebola, which can cause both internal and external bleeding, spreads by direct contact with the blood or other body fluids of infected persons, according to the World Health Organisation.

As yet no one is reported to have contracted the virus in Kampala.

Medical workers who came into contact with the victim are under surveillance, and the city's main hospital is setting up an isolation camp in case of more cases.

The rare haemorrhagic disease, named after a small river in DR Congo, killed 37 people in western Uganda in 2007 and at least 170 in the north of the country in 2000.

The nearest death to the capital previously had been in May 2011 in Bombo, 35 kilometres from Kampala.

Today, Apple has seeded a couple new Mac-related betas to registered OS X developers. The first is a new build of the upcoming OS X Lion 10.7.5 release. No known issues are currently present in 10.7.5. Apple asks developers to focus on graphics performance and quality. A server version of the new 10.7.5 beta is also out.?The second new beta of the new iCloud Windows Control Panel has also been seeded.

Earlier in the Summer my daughter Jillian and I asked you for your recommendations for books for tweens and teens.? Boy, did you come through for us!

Thanks to you, we have discovered a few new series that we are both hooked on (I like to read what she?s reading) and we rediscovered a few old favorites.? Thank you!

I know that many of you who have children in your lives around the same age frequently are on the hunt for good reading material for them as well, so today I?m rounding up some of your suggestions, plus a few that the tween reader in my house loves, to share with you today.

Books for tweens and teens

Here are a few of our favorites so far this Summer ?

The Incorrigible Children of Ashton Place (series) ? many of you mentioned this series to us so Jillian and I were curious.? We began with book one, The Mysterious Howling and have moved on to book two and are eagerly waiting the third book to come out in paperback so we can continue the adventures of Miss Penelope Lumley and the ?three wild creatures? in her care.? Written by Maryrose Wood, we?ve found these books to be funny, thoughtful, and intriguing. Plus, as the older sister to three ?wild creatures? Jillian finds herself relating to the governess in more ways than one.

The Mysterious Benedict Society (series) ? by Trenton Lee Stewart.? Clever, with engaging characters, and a delightful mix of brain-busters, mystery, and drama this series has been neat to read in part because it has allowed for so many discussions between my child and I about social issues.? Plus, it is fun to see if we can work out the clues and brain-busters before the members of the society do.

Percy Jackson and the Olympians ?(series) ? written by Rick Riordan, this is a series that Jillian has read more than once (a compliment I?ve only ever known her to play to the Harry Potter series before now).? The series is about a boy who learns that he is a demi-god, and not only that, but there are other demi-god children as well.? A fun fictional series based on the Greek mythology.? Skip the movie and read the books instead.

Some more recommendations, including many from Simple Kids readers:

• The 39 Clues (series) ? she just started the first book, The Maze of Bones, but so far Jillian is enjoying it and my husband has been eager for her to finish it so that he can read it next.? I?ve got my place as third in line, but from what Jillian reports it will be worth the wait. My series loving child is excited because there are many books in this series, so she?s got a lot of reading ahead of her to be excited about.
• The Phantom Tollbooth by Norton Juster? ? this classic recently celebrated its 50th anniversary and is one that we read as part of homeschool last year that we both really enjoyed.
• Red Sails to Capri by Ann Weil ? short, engaging, and dialogue driven, one of our favorites so far this Summer from our homeschool reading list.? This book was the catalyst for some creative writing projects at our house and we find ourselves referring to the characters and wondering what they might think of certain situations in daily life from time to time.? A quick read with a lot of action and mystery packed into its pages.
• Holes by Louis Sachar ? a Newberry award winner that was highly recommend by Grandma (so we know it must be good).
• Little Women, Little Men, Jo?s Boys by Louisa Mae Alcott ? I cannot wait to share these with Jillian, I know she?ll love them!? I think Little Women will be good to begin reading once the cooler days of Winter arrive.? It is good fireside and cocoa reading, don?t you agree?
• Peter and the Starcatchers by Dave Barry and Ridley Pearson ? written as a prequel to JM Barry?s Peter Pan, Jillian and I are both hoping to get our hands on this one soon after a Simple Kids reader suggested it.? It sounds like one we?ll both love.
• The Hobbit ? we?ve made a deal with Jillian that she can see the movie if she reads this Tolkien classic first.

?

• ?The Chronicles of Narnia by CS Lewis ? a reader was surprised we hadn?t read these yet and, frankly, so am I.? I plan to add these to Jillian?s book shelf very soon and hope she will love them as much as I did when I read them for the first time as a young adult.
• Til We Have Faces ? my favorite CS Lewis book, and one I?m planning on saving for just the right time.? This is one of those books that I think everyone should read and its story of love and faith is beautifully written.? A novel that stayed with me long after I read it for the first time and I?m looking forward to seeing if Jillian feels the same way some day.
• The Search for Wondla and A Hero For Wondla by Tony DiTerlizzi sound like just the series for my sci-fi loving daughter after a reader described it as, ? young girl raised by robot underground Earth chased above ground to discover she?s not on Earth (just the beginning of book).?

Out on the beautiful wide open waters, the wind in your hair and waves rippling behind you, a sense of worry is nowhere to be found. That serenity comes from knowing that you and your watercraft are well protected in any situation ? and that you have escaped the office for a long-overdue vacation. A broker can help you navigate the sometimes choppy and confusing waters of marine insurance.

Watercraft come in a wide variety of shapes, sizes and power outputs: sailboats, runabouts, Jet Skis, Yachts, pontoon boats and trawlers each bring their own set of concerns.

You may have to shop around more carefully to ensure that coverage meets your unique needs rather than leaving you vulnerable. With some smaller watercraft, for example, a homeowner?s insurance policy can provide adequate coverage and keep premiums down.

But that type of umbrella coverage is typically very limited in scope and won?t compensate more expensive losses or liability incidents. Even Sea-Doos and Jet Skis, because of their speed and power ? and the risky behaviour associated with them ? require a separate, or ?stand-alone,? policy.

Any number of problems can arise on and off of the water. Speak to a broker about coverage for eventualities like a mechanical failure or grounding requiring an emergency tow (some policies require that you make a claim for the service to kick in); an injury that arises in a collision with an uninsured or underinsured boater; a trailer problem that causes damage to the vessel; and damage suffered during off-season storage.

When addressing replacement costs (as in the event of a total loss), consider how your vessel?s value will be assessed. ?Agreed Value? coverage is determined ahead of time, without taking depreciation into account ? this usually makes sense for newer boats. ?Actual Cash Value,? meanwhile, brings depreciation into the equation and only pays out the amount the vessel was worth when the accident occurred.

Trial ordered for Cyprus terror suspect

NICOSIA, Cyprus (AP) ? A Cyprus police spokesman says a man suspected of helping to plan attacks against Israeli tourists on the east Mediterranean island has been ordered to stand trial.

Andreas Angelides told the AP on Friday that the 24-year-old man faces a total nine "terrorism and terrorism-related charges," the most serious of which carries a sentence of life in prison. The trial has been scheduled for September.

Cyprus Justice Minister Loucas Louca has said that the Cyprus suspect displayed similar behavioral patterns to a suicide bomber who killed five Israeli tourists and a bus driver in Bulgarian seaside resort earlier this month.

Cyprus authorities have remained tight-lipped about the man's identity or his intended target, but have said they believe he was acting alone.
