S&P hits new high in broad rally, Wall Street up 1 percent

NEW YORK (Reuters) - The S&P 500 rose to a historic high on Wednesday as stocks advanced 1 percent in a broad rally, with technology shares among the strongest of the day.

For the second day in a row, cyclical shares advanced as investors bought into the sector, which has lagged other sectors recently. As these groups are closely tied to the pace of economic growth, many investors viewed the advance as a sign that the rally has staying power.

The S&P 500 broke past its previous all-time intraday high of 1,576.09, which was set on October 11, 2007, rising as high as 1,587.80. The Dow hit yet another intraday milestone, rising as high as 14,817.06.

"The path of least resistance for the market remains higher, and despite some mixed economic data, investors are concluding that stocks remain a better place to be than risk-free assets," said Jim McDonald, chief investment strategist at Chicago-based Northern Trust Global Investments, which has about $760 billion in assets under management.

Gains were broad, with all but two of the S&P's 10 primary sectors up more than 1 percent. About three-fourths of stocks traded on both the New York Stock Exchange and Nasdaq were higher on the day.

Tech was the day's strongest group, with the S&P technology sector <.splrct> up 1.8 percent. The group was lifted by strong results at Adtran Inc , which jumped 12.6 percent to $22.19 and boosted peer companies. JDS Uniphase Corp added 5.7 percent to $14.11 while Juniper Networks Inc rose 5.4 percent to $18.97.

Also boosting the sector was Facebook Inc , which jumped 4.4 percent to $27.77.

The Dow Jones industrial average <.dji> was up 138.49 points, or 0.94 percent, at 14,811.95. The Standard & Poor's 500 Index <.spx> was up 18.53 points, or 1.18 percent, at 1,587.14. The Nasdaq Composite Index <.ixic> was up 56.74 points, or 1.75 percent, at 3,294.60.

With the gains, the S&P is now up 11.3 percent on the year while the Dow is up 13 percent.

The Federal Reserve unexpectedly released the minutes from its most recent policy-setting meeting five hours early. The minutes showed a few policymakers expected to taper the pace of asset purchases by mid-year and end them later this year, while several others expected to slow the pace a bit later and halt the quantitative easing program by year-end.

Accommodative monetary policy from the Fed has been credited with helping to boost equity prices, and uncertainty surrounding the minutes briefly hit indexes in the premarket session, though they subsequently recovered.

"The only way quantitative easing will be tapered off is if the labor market shows noticeable improvement, and the most recent data doesn't show that," said McDonald, referring to the March payroll report, which was sharply under expectations.

"QE will only be taken away when we're in a self-sustaining recovery. We're not there yet, which points to the Fed continuing to stimulate the economy."

Among the 5 percent of S&P 500 companies that have reported results so far, almost three-quarters have topped expectations, according to Thomson Reuters data.

But quarterly profits are expected to grow just 1.5 percent from a year ago, down from a January estimate of 4.3 percent. The lowered expectations could make it easier for companies to beat analysts' estimates and propel the market further.

Family Dollar Stores reported weaker-than-expected profit on Wednesday. Its stock was up 0.1 percent at $59.87 after falling 2.6 percent to a session low of $58.27 earlier.

Hospital operator Health Management Associates Inc cut its outlook for 2013 earnings and revenue, citing weak patient-admission figures in the first quarter of the year. The stock plummeted 18 percent to $10.27.

3D scanning at a range of 0.62 miles? It just became possible, thanks to a laser camera developed by physicists at Heriot Watt University in Edinburgh, UK. You can pretty much see how it works from the images above -- laser beams are bounced off the target and the duration of their return journey is measured precisely enough to detect millimeter depth changes even at extreme distances. Speaking of which, the researchers believe they could pump the range up to 10 miles with a bit of extra research, and even shrink the blaster down to make it "fully portable" in less than five years. Who knows, someday it might even work around corners. But there's a problem: skin doesn't reflect the beams properly, which means people can't be accurately scanned unless they also happen to be ringwraiths. As a result, the researchers seem slightly at loss as to what to do with the technology, with their best suggestions so far being watching the growth of foliage or tracking the movement of rocks. We'd try to think up some other ideas, were it not for the distracting and utterly irrelevant Nazgul v Wilhelm video embedded after the break.

Mr. Obama delivers a speech late Monday afternoon on gun violence in Hartford, Conn., about an hour from the scene of last December?s massacre at Sandy Hook Elementary School. Vice President Joe Biden will hold a gun-related event at the White House on Tuesday, and on Wednesday, first lady Michelle Obama travels to Chicago for another gun event. ?

But most unusual, perhaps, is the fact that 11 family members of Sandy Hook victims will accompany the president on Air Force One back to Washington after his speech at the University of Hartford. The family members will head to Capitol Hill to lobby members of Congress on gun legislation.

At his daily briefing, White House press secretary Jay Carney portrayed the Air Force One news as a matter of logistics.

?These are family members who are planning to be in Washington to speak with Congress about the importance of taking action to reduce gun violence,? Mr. Carney said, ?and in order to make sure they were able to attend the event in Connecticut and still be in Washington when they needed to be, we invited those family members to fly back with the president.?

Obama frequently surrounds himself with stakeholders ? be they middle-class taxpayers, law enforcement, or supporters of health-care reform ? when making public remarks. But having them hitch a ride on Air Force One to get them to D.C. for a lobbying push is rare. The move no doubt reflects the depth of Obama?s emotion on gun violence, and on the Sandy Hook massacre in particular, in which 20 first-graders were murdered by a lone gunman. The day of the massacre, the president brushed away tears and could barely speak when he addressed the tragedy in public for the first time.

India use drones to protect rhinos from poachers

GAUHATI, India (AP) ? Wildlife authorities are using aerial drones to oversee a sprawling natural game park in northeastern India to protect the one-horned rhinoceros from armed poachers.

Security officers conducted flights of the unmanned aircraft over the Kaziranga National Park on Monday and will fly drones at regular intervals to prevent rampant poaching in the park in the remote Indian state of Assam.

The drones are equipped with cameras and will be monitored by security guards, who find it difficult to guard the whole 480-square kilometer (185-square mile) reserve.

"Regular operations of the unmanned aerial vehicles will begin once we get the nod of the Indian defense ministry," said Rokybul Hussain, the state's forest and environment minister.

The drones will also be useful during the annual monsoon season when large areas in the Kaziranga reserve are flooded by the mighty Brahmaputra River and three other rivers that flow through the game park, park officials said.

Hussain said the Central Bureau of Investigation, India's equivalent of the FBI, will soon begin investigations into the steep rise in rhino poaching this year.

Poachers armed with automatic rifles killed 22 rhinos last year, but have killed 16 rhinos already this year.

Rhino horn is in great demand in China and Southeast Asia where it is believed to have medicinal properties.

A rhino census conducted in Kaziranga reserve two weeks ago put their number at 2,329, up from 2,290 in 2012.

In recent weeks, wildlife authorities in Assam have deployed 300 armed guards to protect the rhinos in Kaziranga but they have been no match for organized gangs of poachers who have been managing to strike at the rhinos with increasing regularity.

"What worries us is the use of automatic weapons like Kalashnikovs by the poachers," said Assam police chief Jayanta Narayan Choudhury.

U.S. Navy to field first laser weapon, could shoot down a drone

WASHINGTON (Reuters) - The U.S. Navy said on Monday it will deploy for the first time a laser weapon on one of its ships that could be capable of shooting down drones and disabling vessels.

"The future is here," said Peter Morrison at the Office of Naval Research's Solid-State Laser Technology Maturation Program.

The weapon is being billed as a step toward transforming warfare. Since it runs on electricity, it can fire as long as there is power at a cost of less than $1 dollar per shot.

"Compare that to the hundreds of thousands of dollars it costs to fire a missile, and you can begin to see the merits of this capability," Chief of Naval Research Rear Admiral Matthew Klunder, said in a statement.

The prototype, which one official said cost between $31 million and $32 million to make, will be installed aboard the USS Ponce, which is being used as a floating base in the Middle East, sometime in fiscal year 2014, which begins in October.

Klunder said the Navy expects that someday incoming missiles will not be able to "simply outmaneuver" a highly accurate laser beam traveling at the speed of light.

A new report from the Congressional Research Service praises the laser technology but also notes drawbacks, including the potential it could accidentally hit satellites or aircraft. Weather also affects lasers.

"Lasers might not work well, or at all, in rain or fog, preventing lasers from being an all-weather solution," it said in its report issued on March 14.

To crack human brain's code, a search for visionaries

WASHINGTON (Reuters) - To crack the code of the human brain, Cori Bargmann figures it's best to keep an open mind.

As one of two leaders of a scientific "dream team" in the initial phase of President Barack Obama's ambitious $100 million project to map the brain, Bargmann said the first step is to find the right combination of people to set research priorities.

"You might start with people who are very senior and are household words in their fields, and then you may realize that what (you) actually need is the young Turk who's a visionary wild man," Bargmann said.

Bargmann, a neurobiologist at The Rockefeller University in New York, and William Newsome, a neurobiologist at Stanford Medical School in California, are the co-chairs of a committee announced by the White House on Tuesday for the Brain Research through Advancing Innovative Neurotechnologies Initiative. That long title has been dubbed BRAIN for short.

Both Newsome and Bargmann are at the top of the neurobiology pyramid, professors at premiere institutions, winners of dozens of scientific honors and awards, authors of research papers in prestigious journals. As Newsome noted wryly, "I don't need this aggravation, to some extent, but I think this is really important."

Bargmann, who recalls watching the first Apollo moon landing in 1969 as an 8-year-old, this year won a $3 million Breakthrough Prize in Life Sciences for her work on the genetics of neural circuits and behavior and synaptic guidepost molecules.

This project was something no scientist, so far, has turned down.

"If there's going to be a program to try to do something significant and the taxpayer's going to be involved in it, you make the time to try to help," she said. "As far as I know, everyone who was asked to help said yes."

The BRAIN effort isn't quite like any other, Bargmann said. Even the Human Genome Project had a more focused goal at the start: to determine the precise sequence of chemical "letters" that constitute the full complement of human DNA.

In contrast, before BRAIN tries to solve a single mystery of the human mind, it will build the scientific infrastructure to be able to ask the right questions. Like the U.S. space program in the 1960s, she said, BRAIN could get the public excited about science in a way that other research has not.

"I believe that brain science will be to the 21st century what quantum physics and DNA molecular biology were to the 20th century," Newsome said.

The ultimate goal is to decode brain activity to help researchers understand complex ailments ranging from traumatic brain injury to schizophrenia to Alzheimer's disease, which cost Americans $500 billion annually, according to Francis Collins, the head of the U.S. National Institutes of Health, who picked Newsome and Bargmann for the job.

The program would initially be funded with $100 million called for in the president's fiscal 2014 budget, set for release on Wednesday, which is subject to approval by Congress. That sum would be divided among the National Institutes of Health, the Defense Advanced Research Projects Agency (DARPA) and the National Science Foundation, with partners from the private sector.

Bargmann found it refreshing that Obama said the project would provide tools for understanding Alzheimer's and psychiatric disease, but he did not promise cures. "It isn't promising too much," she said.

SWITCHING BRAIN CELLS ON AND OFF

She was also encouraged by support from two prominent Republicans: House of Representatives Majority Leader Eric Cantor of Virginia, and Newt Gingrich, former presidential candidate and former House speaker, who credited Obama for taking "a very important step toward the most dramatic breakthroughs in human health."

The Democratic president does not often get such enthusiasm from his Republican opponents.

Fast-developing technology makes this "a unique moment in time" to make this inquiry, Newsome said.

"I think the brain is the most mysterious and complex entity in the universe," he said by telephone. "And I think that new technologies that have developed within the last five years give us a shot at cracking open the problem of the brain in ways that previous generations of scientists never dreamed."

One of these technologies, Newsome said, is optogenetics, which uses genetic engineering to make certain nerve cells in the brain sensitive to different kinds of light, exciting or inhibiting these cells depending on the light's wavelength.

That means scientists can artificially switch the brain's circuits on or off during behavior to see how they contribute to essential functions like vision, learning and decision-making, Newsome said.

The other technological leap of the last decade has been the ability to record the electrical activity of hundreds or even thousands of neurons, a big improvement over the previous requirement of studying one neuron at a time. Since the human brain is composed of some 100 billion neurons - nerve cells that pulse with electrochemical signals - the one-at-a-time approach slowed research to a crawl.

It's not just the number of neurons, but seeing how these billions of neurons interact with each other that could make a map of the brain a reality.

That map is likely to be less like an atlas on paper and more like an online traffic video, Bargmann said, "because the brain is never the same in any two people, and it's not the same in one person at two different times."

Both Bargmann and Newsome are working in their own laboratories on pieces of this puzzle. Newsome focuses on the brain's way of mediating visual perception and visually guided behavior (see his lab's site at http://monkeybiz.stanford.edu ).

Bargmann's research aims to tackle a big subject - how environment and genes interact to shape human behavior - by looking at the relatively simple neurological system of a worm. (see http://lab.rockefeller.edu/bargmann/ )

SEOUL -- Staff at embassies in North Korea appeared to be remaining in place on Saturday despite an appeal by authorities in Pyongyang for diplomats to consider leaving because of heightened tension after weeks of bellicose exchanges.

North Korean authorities told diplomatic missions they could not guarantee their safety from next Wednesday -- after declaring that conflict was inevitable amid joint U.S.-South Korean military exercises due to last until the end of the month.

Whatever the atmosphere in Pyongyang, the rain-soaked South Korean capital, Seoul, was calm. Traffic moved normally through the city center, busy with Saturday shoppers.

South Korea's Yonhap news agency quoted a government official as saying diplomats were disregarding the suggestion they might leave the country.

"We don't believe there's any foreign mission about to leave Pyongyang," the unidentified official was quoted as saying. "Most foreign governments view the North Korean message as a way of ratcheting up tension on the Korean peninsula."

North Korea has been angry since new U.N. sanctions were imposed following its third nuclear weapons test in February. Its rage has apparently been compounded by joint U.S.-South Korean military exercises that began on March 1.

Experts say a ground war with North Korea would be devastating, with 700,000 North Korean soldiers aiming thousands of rockets and artillery at South Korea. NBC's Jim Miklaszewski reports.

China's Xinhua news agency on Friday had quoted the North's Foreign Ministry as saying the issue was no longer whether but when a war would break out.

Most countries saw the appeal to the missions as little more than strident rhetoric after weeks of threatening to launch a nuclear strike on the United States and declarations of war against the South.

But Russia said it was "seriously studying" the request.

'Deeply concerned'
A South Korean government official expressed bewilderment.

"It's hard to define what is its real intention," said the official, who asked not to be identified. "But it might have intensified these threats to strengthen the regime internally or to respond to the international community."

The United Nations said its humanitarian workers remained active across North Korea. Secretary General Ban Ki-Moon, however, remained "deeply concerned" about tensions, heightened since the imposition of U.N. sanctions against the North for its third nuclear arms test last in February.

The appeal to diplomats followed news reports in the South that North Korea, under its 30-year-old leader Kim Jong-un, had moved two medium-range missiles to a location on its east coast.

That prompted the White House to say that Washington would "not be surprised" if the North staged another missile test.

Spokeswoman Victoria Nuland discusses the increase of aggressive rhetoric that is being expressed on a regular basis by the North Korean government.

Kim Jong-un is the third member of his dynasty to rule North Korea. He took over in December 2011 after the death of his father, Kim Jong-il, who staged confrontations with South Korea and the United States throughout his 17-year rule.

North Korea has always condemned the exercises held by U.S. forces and their South Korean allies. But its comments have been especially vitriolic this year as the United States dispatched B-2 bombers from its home bases to stage mock runs.

North Korea's government daily newspaper said tension remained high because the United States was "waging madcap nuclear war maneuvers.?

"This is aimed at igniting a nuclear war against it through a pre-emptive strike," the Minju Joson said in a commentary. "The prevailing situation proves that a new war, a nuclear war, is imminent on the peninsula."

But some commentators examining the outcome of meetings in Pyongyang last week - of the ruling Workers' Party and of the rubber-stamp legislature - concluded that Kim and his leadership were more concerned with economic than military issues.?

Internet site 38 North, which specializes in North Korean affairs, noted the reappointment of reformer Pak Pong Ju as prime minister, the limited titles given to top military and security officials and the naming of a woman to a senior party post.

"These personnel appointments make a great deal of sense in the context of Pyongyang's declarations ... that its economic policy will be modified by introducing systemic reforms while also continuing the development of nuclear weapons," 38 North commentator Michael Madden wrote.

"(They) appear to be important steps in moving key economic development products and production away from the control of the military to the party and government,? he added.

North Korea has not shut down one symbol of joint cooperation, the Kaesong industrial zone just inside its border. But last week it prevented South Koreans from entering the complex and about 100 of them who have since remained were due to return home on Saturday, leaving a further 500 there.?

A gentleman in Sweden named Daniel Nor?e is sharing his progress on a 3D-printed Truggy, as well as sharing the recipe with the OpenRC Project group that he created. A truggy is an off-road vehicle, in case you weren’t sure. The cost of 3D printers are dropping both for at-home use and enterprise, so it’s a very real possibility that consumers all over the world could soon have these devices in their living rooms. Crazier things have happened. We’ve seen 3D printed iPhone docks, violins, pottery and even a robotic hand for a child. If you can print out your very own customized remote control car with one, count me in. While not all of the parts are printable, such as the wheels, for really die-hard remote control car fans, those are parts that they probably have sitting around in the garage already. NFL Draft 2013: Chance Warmack could slide, according to Adam Schefter

While many pundits believe former Alabama guard Chance Warmack will be taken around the No. 10 pick, Adam Schefter believes he could fall a little further.

Many NFL Draft analysts project former Alabama offensive guard Chance Warmack to be selected somewhere around the No. 10 pick when draft day rolls around on April 25. However, ESPN's Adam Schefter believes Warmack could slip a bit. In a recent mailbag post for ESPN Insider, Schefter said Warmack might be available when the Dallas Cowboys select at No. 18.

A reader asked Schefter about the Cowboys' picks in the first and second rounds. In his reply, Schefter alluded to the possibility of Warmack falling down the board:

If Kenny Vaccaro somehow slid down to their spot and was available, that would be an ideal pick, Wilson. But so would a guard that fell to them. What if Alabama guard Chance Warmack is still around at that point in the draft? I know most people don't believe that will be the case, but it wouldn't be completely shocking based on some of the whispers around the league. However it plays out, Dallas could do a lot worse than coming away with a safety and a guard, drafted in either order, in the first two rounds of the draft.

Warmack is viewed by many as the best guard in the draft, which should make him a high priority for teams looking to improve their offensive lines. He has pretty good size at 6'2, 317 pounds, and considering he committed just two penalties during the 2012 season, he brings great discipline to his position. Plus, he's coming out of an Alabama program that has produced such recent NFL talents as Mark Ingram, Julio Jones, Trent Richardson and Courtney Upshaw.

In his latest Mock Draft, ESPN's Mel Kiper projected Warmack going to the Tennessee Titans at No. 10. Over at CBS Sports, Pat Kirwan, Dane Brugler and Rob Rang have him going at Nos. 10, 11 and 12 to the Titans, San Diego Chargers and Miami Dolphins, respectively. However, CBS's Pete Prisco sees the Cowboys grabbing Warmack at 18.

In SB Nation's recent Mock Draft, the New York Jets selected Warmack at No. 9.

Baby merchants: 32 pregnant teenagers arrested in Abia - Staff Email

Thirty-two pregnant teenagers at various stages of their pregnancies have been arrested in Umuzue community in Osisioma Ngwa Local Government Area of Abia State by men of the Nigerian Security and Civil Defense Corps (NSCDC).

They were arrested together with the owner of the home, Mrs Nnenna Mba and two male workers on April 2, 2013 following a tip-off. The girls , whose ages range between 10 and 20 were believed to have run to the home after getting pregnant without the knowledge of their parents or were impregnated at the home by visiting males employed by the proprietor of the home.

Speaking to Daily Sun at the office of the NSCDC, the Commandant, Mr Ben E. Dikuro said that his men stormed the home and arrested the teenage girls and the proprietor on Tuesday.

?We gathered from a tip-off that girls who get pregnant are lured to the home with rosy promises of compensation when they deliver. Also young girls who needed money are also convinced to get pregnant and deliver the child and be paid some amount of money.

The young girls are also allowed to sleep with some of the men they brought to the home. Anyone who delivers a girl is paid N80,000 and the child is sold by the owner of the home for N400,000. But if a girl delivered a boy, she was paid N100,000.

While the boy would be sold to those that need them for N450,000. ?Our investigation revealed that she has been operating the home since 2009 but was able to register it in 2012. The aim of the registration was to run the outlet as a home for the less privileged, but she was hiding under that cover to perpetrate atrocities. All the girls we caught there are at various stages of pregnancy.

We have gone to the Ministry of Women Affairs and discovered that her registration is different from what she is doing.? The Public Relations Officer of NSCDC, Mr Victor Ogbonna advised parents to take good care of their female children just like the males.

?You can imagine, this type of girls that should be responsible to their parents being lured into the business of baby making just for money.

The cause of all these is poverty and lack of orientation. You see children going into illegalities and evil to survive. The parents of these girls should know that as the boys are important, so are the girls and should be able to give them attention. My advice to the young girls is that they should keep away from bad friends.

It is all about societal influence. Everybody wants to make it big , not minding how it is made. Almost all of them are pregnant, cant you see?? the PRO said. The proprietor of the home, Mrs. Mba, who spoke to Daily Sun argued that she was not doing any illegal thing.

She said her ordeal was the handiwork of her enemies who were not happy that she was running a legal outfit. ?I registered this home with Ministry of Women Affairs in December 2012, the Women Affairs came and inspected the place and certified it fit. The area we are attending to the girls is the social aspect of our job.

I have never sold any baby since we started. Many of them were conscious before coming to us, they were not hoodwinked into coming and they didn?t sign any document for us as agreement.

If any of them delivers and they want to give out their child, it will be a matter between them and the authorities that are in charge of adoption. We only act as intermediaries.

They are all conscious. I did not force them, I am a qualified nurse.?
